
CONSTITUTION
SECTION I NAME
The name of the organization shall be the Ecole Intermédiaire Chief Dan George Middle School Parent Advisory Council hereby known as the P.A.C.
SECTION II MISSION STATEMENT
The purpose of the P.A.C. is to work alongside educators and administrators in providing our children with a positive, cooperative and safe learning environment.

BY LAWS
SECTION 1 MEMBERSHIP
1-1 All parents and guardians of students registered at CDG Middle School shall be voting members of the CDG Middle School PAC.
SECTION 2 EXECUTIVE
2-1 Executive Positions
The council will hold elections for voting members for each school year. Elected officers must be selected from voting members, with the exception that voting members who are also staff members at CDG Middle School in the capacity of Teacher/Administrator will not an elected officer.
2-2 Number and position of Executive members should be determined by local organizational needs, but should include the following:
1. President
2. Vice-President
3. Secretary
4. Treasurer
2-3 As needs arise, other executive positions may open. These shall be positions appointed by the elected slate of officers and approved by the membership. These positions could include:
1. B.C.C.P.A.C. Representative
2. D.P.A.C. Representative
3. CPF Representative
4. Block Parent Co-ordinator
5. Bingo Co-ordinator
6. Fundraising Co-ordinator
2-4 Vacancies on Executive
If any officer resigns during a term of office or if any office is not filled at the time of elections, the PAC executive has the authority to appoint a member to fill the vacancy until the next election.
SECTION 3 COMMITTEES
3-1 Special Committees (including a nomination committee for elections at the annual general meeting) shall be established by the Executive or upon the recommendation of the general membership for set purposes. The Executive shall establish specific guidelines for each committee.
SECTION 4 ELECTIONS
4-1 Election Term: The length of term for executive positions shall be one year.
4-2 All elected and appointed members of the Executive shall resign at the end of the term.
4-3 Such resignation to take place during the May election, effective at the end of the school term.
4-4 Retiring officers are eligible for nomination and re-election during the Annual General Election, except that no member may remain consecutively in any one position on the Executive body for more than two years.
SECTION 5 ELECTION PROCEDURES
5-1 Election of the Executive will take place during a general meeting, which will be held each and every May except in extenuating circumstances.
5-2 Newly elected Executive members shall begin their term of office July 1st.
SECTION 6 NOMINATIONS
6-1 A "nomination committee" will be formed at each April general meeting or as required by the Executive.
6-2 Nominations may be received up to and during the Annual General Meeting, until declared closed by he President.
6-3 A letter of notice of nominations should be distributed to all families represented at the school at least 10 days prior to the Annual General Meeting.
SECTION 7 GENERAL MEETINGS
7-1 Meetings should be held monthly - time and date to be set by the Executive.
7-2 Additional meetings may be called by the Executive.
SECTION 8 CONSTITUTION AMENDMENTS
Amendment to the constitution and bylaws of the CDGMS PAC can only be made at any general meeting at which business is conducted providing:
8-1 Written notice of the meeting has been given to all members at least fourteen (14) days in advance.
8-2 The notice of the meeting includes specific amendment proposals.
8-3 A two-thirds (2/3) majority vote of those voting members present at the meeting shall be required to amend the constitution and bylaws.
8-4 Amendment(s) to the constitution and bylaws must be submitted to the Board of Trustees of School District No. 34 (Abbotsford) with written confirmation of acceptance having been received for such amendment(s) to be considered in effect.
SECTION 9 PROCEDURE
9-1 Meetings will be conducted efficiently and with fairness to members present.
9-2 If procedural problems should arise, "Robert's Rules of Order" will be used to resolve the situation, unless they are in conflict with the guidelines set out in this constitution.
9-3 The constitution and bylaws of the CDGMS PAC shall be filed with the Board of School Trustees School District No 34 (Abbotsford).
SECTION 10 FINANCES
10-1 A budget and tentative plan of expenditures will be drawn up by the executive and presented for approval at regular general meeting prior to November 1 each year.
10-2 All funds of the council will be on deposit in a chartered bank or credit union or any financial institution registered under the Federal Bank Act. A separate account must be maintained for all Bingo/Gaming monies.
10-3 Three signing officers are required for the financial accounts and legal documents of the council and they shall be the President, the Secretary, and the Treasurer. Any two of these signatures will be required for these accounts and documents.
10-4 The Treasurer's annual report, signed and dated by the financial signing officer, will be published in the CDGMS PAC newsletter prior to the annual general meeting each year.
10-5 The current year's CDGMS PAC Executive shall ensure that the remaining available funds at the end of the school term be transferred to the control of the new executive.
10-6 The need for audits will be agreed upon by the members at any general meeting, whereupon an independent Auditor will be appointed by the Executive (School District No. 34 has agreed to supply this service if requested).
10-7 The executive shall have complete authority of the disbursement
of the CDGMS PAC'S monies, providing it complies with the
budget. Any expenses not provided for in the budget must
be first voted upon by the members at any general meeting. The
executive has authority to spend up to $200.00 without the vote
of the members.
10-8 The annual financial statements for the Bingo/Gaming Account
will be filed with the B.C. Gaming Commission as per Gaming regulations.
10-9 The current year's parent advisory council executive shall ensure that there is a minimum of $250.00 available at the end of the year as a start-up fund for the incoming Executive the following year.
SECTION 11 CODE OF CONDUCT
11-1 The CDGMS PAC is not a forum for the personal discussion of individual school personnel, students, parents, or any other individual member of the school community.
11-2 An Executive member who is approached by a parent with a concern relating to the British Columbia School Act - Bill 67, Division 2 Section 15 is in a privileged position and must treat such discussion as confidential.
11-3 It is the duty of every member, voting, and non-voting, to strictly uphold the constitution and bylaws of CDGMS PAC.
